Key rules include mandatory record-keeping (pawntickets), holding periods for items, strict interest rate caps (often under 48% APR for small loans), and prohibitions on lending to minors. Transactions typically require valid identification, and items are logged and sometimes held before resale. These measures help prevent stolen goods from circulating and add transparency to the process.
